A cone (or mandrel) is for hammering barstock into perfect conical rings or scroll shapes. It sits in the anvils' hardy hole vertically and has a purpose similar to the horn on an anvil but more consistent round shapes can be created with the help of this tool. In years past mandrel's were used to make bindings for wheel hubs and circular objects such as nose rings for oxen.
